Can you open and scan or forward mail without a USPS Form 1583 on file?

Unfortunately we are not able to per USPS regulations. For each name that mail is being received under, we must have a USPS Form 1583 on file to process their mail. Even if you have completed your form, any other name will need a completed USPS Form 1583 on file before we are able to perform any tasks on those mail items.
